이 글에서는 러시아가 약한 국가인지 혹은 강한 국가인지를 검토하였다. 이를 위해 러시아의 국가 지배력이 어떤 수준인지 그리고 어떻게 변화하였는지를 알아보았다. 국가지배력을 국가능력과 국가자율성으로 나누어 측정하였는데, 러시아의 경우 옐친시기와 푸틴 및 메드베데프 시기의 국가지배력 간에 큰 차이가 있다는 사실을 알 수 있었다. 옐친 시기에는 국가의 능력과 자율성이 매우 약했다. 주된 이유는 체제전환의 실패 때문이다. 푸틴과 메드베데프 시기에는 국가의 자율성과 능력이 크게 신장되었다. 실로비키가 권력엘리트로 등장하면서 과두재벌에 의해 사유화된 전략산업들을 다시 재국유화하기 시작하였고, 국가의 재정 수입도 증가하였다. 이러한 변화의 계기는 IMF 경제위기와 체첸전쟁이다. 경제위기로 인하여 불안을 느낀 올리가르히는 강한 국가의 필요성을 느끼고 푸틴 세력의 등장에 동의하였고, 실로비키는 체첸전쟁을 주도하면서 러시아의 국가지배력을 다시 강화하였다.
Abstract
This paper aims to examine whether Russia is weak state or strong state. For this purpose I surveyed the level and variation of Russian control power. In this paper the control power of Russian state is composed of state capacity and state autonomy. Their measure shows that there is a control power gap between Yeltsin and Putin era. The state capacity and autonomy in the Yeltsin era is weak. It was caused mainly by the failure of system transformation. However the state capacity and autonomy has been strengthened in the Putin and Medvedev era. Siloviki became power elite and nationalized strategic industries again that had come into the private ownership of Oligarchy. This helped the state revenue increasing. The main momentum of this change is IMF crisis and Chechen War in Russia. The oligarchy faced with the economic crisis realized that Russia needs a strong state and supported the advent of Putin government which reinforced the control power of Russia.
