푸틴주의와 러시아 국가자본주의: 역사적 기원과 현대적 변용

초록

본 논문의 목적은 푸틴체제의 향배를 결정하는 핵심 요소로서 ‘푸틴주의’를 분석하고 러시아 ‘국가자본주의’의 역사적 배경과 기원, 그리고 그것의 현대적인 작동 메커니즘을 분석하는 것이다. ‘국가자본주의’는 자본주의와는 다른 원리에서 작동되는 것이 아니라, ‘자본주의’ 그 자체를 가장 근원적인 원리로 삼고 있다. ‘강한국가’론으로 집약되는 푸틴주의(Putinism)의 기저에는 국가자본주의가 작동하고 있고, 그것은 크렘린의 푸틴 대통령에 의해 새롭게 창조된 낯선 모델이 아니라 러시아의 전통적인 경제문화 및 러시아인의 멘탈리티(mentality)와 친화력을 갖고 있다. 푸틴시기 러시아의 국가자본주의는 옐친시기 체제전환개혁에 좌절한 대다수 러시아 국민들의 기대에 부응하는 전략적 선택이었으며, 국제유가 상승은 그 과실을 국민들에게 배분하고 공감과 지지를 유인할 수 있는 호의적인 외부 환경이었다. 러시아에서 ‘국가자본주의’에 내재된 ‘강한 국가 - 강한 경제’의 원칙은 결코 약화되지 않을 것이다. 왜냐하면 그것은, 첫째, 러시아의 역사적, 구조적, 제도적 전통 및 특징과 긴밀하게 연관되어 있고, 둘째, 현재 러시아에서 보여주는 ‘강한 국가’론은 러시아 역사 발전에서 내재화된 ‘경제문화’로의 복귀라는 점에서 합리성과 정당성을 갖고 있기 때문이다. 한편, 동시에 국가자본주의에는 러시아의 경제체제를 국가경제로 귀착시킬 수 있는 위험도 내포하고 있다. 향후 푸틴체제와 러시아 국가자본주의의 미래는 바로 그와 같은 딜레마를 합리적으로, 효율적으로 해결할 수 있는지 여부에 따라 크게 좌우될 것이다.

Abstract

The purpose of this paper is to analyze ‘Putinism’ as a key factor to decide the future of Putin regime, and to explore historical background of Russian state capitalism and its contemporary mechanism of work. State capitalism does not work on a quite different principal from capitalism’s one. But, on the contrary, the basic principle of capitalism itself applies to state capitalism, too. State capitalism underlies the ‘Putinism’converged at the discourse on ‘strong state’. Russian state capitalism is not a strange model made by the president Putin at the Kremlin. On the contrary, it contains some similarities to traditional economic culture and Russians’ mentality. Russian state capitalism in the era of Putin was no more than a strategic choice to come up to expectations of Russian people frustrated by Yeltsin’s radical economic transformation. And the rise in the world price of oil has served merely as favourable external circumstances for getting sympathy and support from the population by sharing the fruit of the rise inoil price among them. The principle of ‘strong state-strong economy’ predicated in Russian state capitalism will never weaken. Firstly, it is because the principle is closelyrelated with Russian historical, structural, and institutional tradition and characteristics. Secondly, it is because the principle has justification in a sense that advocacy of ‘strong state’ activated in present Russia represents return back to economic culture embedded in the process of development in Russia. Meanwhile, at the same time, we need consider that there is a considerable risk of restoring economic system to state economy in Russian state capitalism. So, the future of Putin regime and Russian state capitalism will depend on whether such a dilemma could be resolved rationally and efficiently.
