협력적 거버넌스를 통한 국책사업의 갈등해결 -송산그린시티 토석채취장 갈등 사례를 중심으로-

이 연구는 국책사업 추진에 따라 발생하는 공공갈등을 해결하는데 있어 협력적 거버넌스의 역할과 성공요인에 대해 탐구하였다. 선행연구를 검토하여 갈등전개과정 및 협력적 거버넌스의 연구모형을 구성하고 중앙정부가 추진해온 송산그린시티 개발사업 관련 토석채취장 갈등사례를 중심으로 분석을 시도하였다. 분석결과, 주요 이해당사자들인 정부, 주민, 지방자치단체, 시민단체들 간의 전략적 갈등 대응 행동 유형들과 정치적 역학관계가 특정 시점을 중심으로 크게 변화하였다. 갈등 당사자들의 세력균형에 의한 정책적 교착상태는 각 집단의 대표가 참여하는 공식적 협력포럼을 형성하여 숙의에 의한 공동의사결정을 통해 합의를 도출함으로써 결국 해소되었다. 본 사례에서 협력적 거버넌스에 의한 갈등 해결의 주요 성공요인으로는 의사결정의 절차적 정당성 확보를 위한 제도설계, 비정부 부분의 촉진 리더십, 다층 구조적 협력조직에 의한 갈등관리 역량과 지식자본의 축적, 지방자치단체의 조정 능력 등으로 나타났다. 특히 협력의제의 형성 및 집행 과정 전반에 걸쳐 협력 조직을 구성하고, 집단 간 의사소통을 위한 제반 활동들을 조정하며, 참여자들 간의 권력관계를 조율하는 비정부 부문의 리더십과 중재 역량이 갈등해결에 중요한 역할을 하였다.

Abstract

This research explores what factors lead to the success of collaborative governance in resolving a public conflict that stems from a local developmental project launched by central government in Korea. Drawing insights from the relevant literature, a conceptual framework was created to analyze not only the development of conflicts among stakeholder groups but the structure, process, and consequence of a collaborative governance among them. An in-depth analysis was conducted on a case of conflicts concerning a national project, entitled ‘Songsan Green City Development Project’, which was initiated by central government in Korea. Findings highlight keys to the successful collaborative governance in resolving the conflict, which include: NGOs’ facilitative leadership; institutional designs to guarantee procedural legitimacy in deliberative decision making; municipality’s capacity to provide solutions to controversial issues; and a collaborative arrangement organizing multiple forums targeting different conflicts. Particularly, NGOs’ conflict management capability and leadership were found to be crucial in facilitating a collaborative forum, cultivating trust and maintaining balance of power among stakeholder, guiding rational discussions, and creating a consensus on given issues.
