협업행정의 실증분석: 님비사업의사결정의 성공요인

초록

우리나라에서 민주화와 지방화가 진행되면서, 지방자치단체에서는 사악한 문제로 명명되는 여러 가지 유형의 갈등문제들을 어떻게 해결할 것인가가 조직관리나 정책분석에서 중요한 쟁점으로 등장하고 있다. 이는 지방자치단체가 정책결과를 도출하는 과정에서 이해관계자들의 협력에 관계되는 문제이다. 본 연구는 이러한 문제에 대한 해답을 구하는 차원에서 협력거버넌스모형을 청주화장장사업 의사결정사례에 적용하여 협력의 성공요인을 분석하였다. 분석결과, Ansell & Gash의 협력거버넌스모형을 구성하는 변수들의 적실성이 높게 나타나고 있으며, 협력적 정책결과를 인도한 성공요인은 다음과 같다. 청주장사시설사업 의사결정은 Ansell & Gash가 출발조건으로 설정한 권력과 자원의 불균형과 갈등과 협력의 선례로부터 시작하였다. 이러한 의사결정이 성공할 수 있었던 요인은 제도적 설계(행위자의 범주와 행동규칙)와 리더십으로 이루어진 협력구조와 협력과정의 변수들-신뢰형성, 면대면 대화, 참여의 유인과 제약, 공유된 이해, 과정몰입, 중간결과-이 잘 설계되어 운영되었기 때문이다.

Abstract

As korea is going to continue democratization and localization, local government appears to a major issue in the organizational management or policy analysis how several conflict problems named as wicked problem solve. This relates to stakeholder's collaboration at the local government' policy choice. This study analysed the success factors of cooperation through appropriation of a collaboration model at the Chung-ju case in seeking answer about that problem. Decision making of Chung-ju funeral facilities started from power-resource asymmetries and prehistory of conflict and cooperation as Ansell & Gash's initial conditions. A success factors of this decision making are because of the design and operation of collaborative structure composed institutional design(actor's category, ground rules) and leadership, and variables of collaborative process, that is trust building, face-to -face dialogue, incentive for and constraints on participation, shared understanding, commitment to process, intermediate outcomes.
