우리나라의 중앙-지방관계 분석 -제도･조정양식･자원의 관점에서-

The Analysis of Korea’s Intergovernmental Relationships: Focusing on Institution, Coordination Mode, and Resources

초록

연구는 중앙-지방관계론에 기초하여 우리나라 중앙-지방관계를 진단하고 특징을 규명하며, 중앙-지방관계에 작용하는 주요 변수를 중심으로 모형화를 시도하였다. 선행연구와 중앙-지방정부 간 관계론에 기초하여 3가지 준거기준, 즉 제도(구조), 조정양식, 자원을 도출하고 그에 근거하여 우리나라 중앙-지방정부 간 관계를 진단하였다. 분석 결과 첫째, 제도(구조)에서는 지방사무비율과 기구정원에서지방정부의 자율성이 증대되고 있으나 정치제도와 재정･감사제도 등에서는 여전히 중앙정부의 권력비중이 높다는 점을 고려할 때 다소 높은 ‘중앙우위의 상호의존관계’에 있다고 할 수 있다. 둘째, 조정양식에서 중앙정부는 지시, 명령, 직권취소, 사업권 회수 등과 같은 계층제적･권력적 조정양식에 의존하고 있고, 대화와 협의 등과 같은 협상적 조정양식은 거의 활용하지 않는다는 점을 고려할 때 매우 높은‘중앙우위의 상호의존관계’에 있다고 할 수 있다. 셋째, 자원측면의 경우 중앙정부는 재정적 자원과 정보적 자원에서 우위에 있으나 지방정부의 정치적 자원과 인적 자원이 개선되고 있다는 점을 고려할 때중앙우위의 상호의존관계와 대등적 상호의존관계의 경계선에 있다고 할 수 있다. 결론적으로 행정제도와 자원 면에서 지방정부의 자율성이 증대되는 등 대등적 상호의존관계로 이행하고 있으나 정치제도에서 중앙정부의 수직적 통제력이 강하다. 더욱이 조정양식에서 계층제적･권력적 수단이 지배하고 있어우리나라의 중앙-지방관계는 여전히 중앙우위의 상호의존관계에 있다고 주장할 수 있다.

Abstract

This study argues several features of intergovernmental relationships (IGR), paying attention to IGR theories by deriving the degree of mutual interdependence between the central government and local government. We attempted to analyze Korea's IRG by using three main reference standards, that is, institution, coordination mode, and resources, suggested by a number of recent literatures. This study shows the Korea's IGR, the degree of centralization of IGR, has steadily remain more centralized in substantial policy and political authority to central government while it has recently decentralized where local governments have increased their autonomy by utilizing political resources and human resources. Our findings suggest that Korea's local governments still depend largely on the central government within the interdependent intergovernmental relationship.
