본 연구는 공공외교 이론의 관점에서 지방의회 외교활동의 현황과 문제를 파악하고, 서울특별시 의회의 국제교류와 비교시찰에 대한 사례 분석을 통해 지방의회 차원에서 실행 가능한 외교활동 활성화방안을 모색한다. 그동안 지방의회 외교활동은 단순한 해외 시찰이나 상호 방문․초청 등의 교류활동에만 노력하였지 외교적 차원의 거시적인 고려는 염두에 두지 못했다. 게다가 교류 상대 없이 이뤄진 해외연수에서 빚어진 의원 일탈 행위는 지방의회 의원들의 자세나 철학에도 문제가 있지만, 중앙정부와지방정부가 의원 외교활동을 방치한 데서 발생한 결과이기도 하다. 지방의회 의원들이 공공외교관으로자기 지역과 국가 이익에 보탬이 되는 활동을 펼치기 위해서는 ‘공공외교 진흥 조례’ 등의 관련 법규 제정과 제도 개선을 통한 실질적 지원과 관리가 요구된다. 아울러 지방의원 외교활동을 위해 현행의 지원체계를 대폭 개선하고 예산 지원도 현실화하며 여비 지급 비목도 확대할 필요가 있다. 또한 지방의회가보다 체계적이고 전략적인 외교활동을 펼치기 위해 중앙정부의 외교정책과 연계된 연차별 외교계획을수립․실천하고 그에 맞춰 의원들의 외교 전문성 강화를 위한 교육훈련 프로그램도 운영해야 할 것이다.
Abstract
The purpose of this study is to identify the current situation and problems of the local assembly diplomacy activities from the perspective of public diplomacy theory and to explore ways to revitalize diplomatic activities at local parliamentary level by analyzing the case of international exchanges and comparative inspections of the Seoul Metropolitan Assembly. In the meantime, local assembly diplomacy efforts have been made only for exchanges such as overseas visits and invitations, but did not consider the macroscopic consideration of diplomatic dimension. In addition, the deviations committed in the course of overseas training are a result of the absence of the central and local governments’ diplomatic support, although there is also a problem with the attitude and philosophy of local councilors. Local assemblies are, therefore, required to provide practical support and management through legislating related laws such as the ‘Public Diplomacy Promotion Ordinance’ and improving the system in order to carry out activities that contribute to local and national interests. In addition, it is necessary to reform the current support system and expand the budget for revitalizing the diplomatic activities of local councilors. Last but not least, the local assemblies should establish and implement an annual diplomacy plan linked to the foreign policy of the central government, running run an education and training program to strengthen the diplomatic expertise of local councilors, in order to carry out more systematic and strategic diplomatic activities.
