Abstract

This article analyses the major modern thinkers of human rights and sovereignty in terms of two contrasted traditions, i.e., ruler- centric vs. ruled-centric. The ruler-centric tradition can be found in the political philosophies of, inter alia, Hobbes and Austin, whereas the ruled-centric one can be located in Locke and Vattel. What this article calls ruler-centric theories of Hobbes and Austin tend to give priority to rulers' position against the people. However, the ruled- centric theories of Locke and Vattel make it possible for the people to resist the rulers when they abuse their people's human rights. Therefore, it is imperative that the ruled-centric theories such as Locke's and Vattel's should be reclaimed in order to overcome the theoretical dilemma in the field of humanitarian politics.
