민-군 갈등이 국가안보에 미치는 영향에 대한 연구 - 군사기지 및 군사시설 관련 갈등을 중심으로

Abstract

Recently, various types of civil-military conflicts occur in our society. Civil-military conflicts are a vulnerable factor for national security by weakening the civil-military relations and interfering with normal execution of the military duties. The purpose of this study is to make people understand the seriousness of civil-military conflicts and achieve national unity by analyzing the effects of civil-military conflicts on national security. The study method was applied focusing on literature review. The effects of civil-military conflicts on national security are as follows. First, such conflicts may weaken the civil-military relations and create a mistrust in the military. In addition, such conflicts may weaken political and social unity of the nation by hindering social integration. Second, such conflicts have a negative effect on cost increase and economic growth in terms of economic security. In particular, the conflicts related to the location of major military bases and military facilities delayed construction works, increasing the construction expenses compared to the initial plan and also increasing the social costs. Third, such conflicts caused a setback in the establishment of operational readiness and led to poor working conditions of soldiers in terms of military security. Recent conflicts regarding the THAAD deployment caused a setback in the implementation of national strategies and military operations in response to nuclear and missile threats from North Korea. Fourth, such conflicts may weaken ROK-US joint operation capabilities and ROK-US military alliance in terms of diplomatic security. The conflicts related to the training camp of the US Armed Forces in Korea led to the weakening of combat power of US Armed Forces in Korea, causing the key personnel from US to express their concerns and dissatisfaction. Therefore, it is necessary to share a pan-national awareness regarding civil-military conflicts in order to solve such conflicts, and efforts including timely conflicts management by the military, military operation for the coexistence of the civilians and the military, and improvement of regulations regarding military bases and protection zones of military facilities should be made.
