Abstract

Modern society requires the military to participate in the development of civil society as the people's army, but in the flow of change, the civilian and military often experience conflicts on various issues. This thesis presents a direction for effective management of civil-military relations by analyzing cases of cooperation and conflict between the military and the local community. The new perception and role change between the civilian and military forces requires the military to think that the military is a part of the national society for the development of the national society. All countries have military organizations for their own security, and the military is linked to all sectors of society. The significance of the existence of the military is to protect national sovereignty externally and to protect the survival and safety of the people, and to stabilize the political system and maintain social order internally. The military has an obligation to be loyal to the state and society, and must adhere to the principles of political neutrality and civilian control. The modern military needs to expand its role in the national society and build trust between the civilian and military. In order for the military to minimize inconvenience to local residents and to coexist, it is necessary to create military facilities that coexist with the local community. In order to build effective civil-military relations, conflicts that may arise should be prevented in advance, and efforts should be made to increase mutual trust. It is both a responsibility and a mission for the civilians and the military to fulfill their roles and functions as a national community for national development and national security.
