러시아의 우크라이나 침공은 동맹의 중요성을 일깨워주었다. 윤석열 정부는 한미동맹을 군사동맹을 넘어 포괄적 전략동맹으로 확장하고자 한다. 이전 정부들도 포괄적 전략동맹을 선언했다. 모두 다양한 분야 및 글로벌 차원의 협력을 천명했다. 그러나 진보정권과 보수정권의 강조점은 다르다. 진보정권은 균형적/수평적/호혜적 동맹을 강조하는 데 반해 보수정권은 자유민주주의와 시장경제라는 가치의 중요성과 신뢰의 지속과 확장을 중시한다. 윤석열 정부가 내세우는 포괄적 전략동맹은 기본적으로 역대 보수정부의 지향 방향과 비슷하나 구체적인 내용을 제시하고 있다는 점에서 차이가 있다. 윤정부의 포괄적 전략동맹을 세분화하면 안보·경제·기술 동맹, 대외적 협력 동맹, 그리고 가치·신뢰동맹이라고 할 수 있다. 포괄적 전략동맹을 수행함에 있어서 몇 가지 유념해야 할 일이 있다. 외교의 원칙 수립 및 실천, 외교의 일관성과 영속성 유지, 축적의 외교 필요, 사안별로 선택을 달리하되 사안별로 전략적 선명성을 표방하거나 전략적 유연성 발휘 필요, 양안 급변사태에 대한 다양한 준비, 원자력 협정 개정과 핵추진 잠수함 건조 문제 등이다.
Abstract
The Russian invasion of Ukraine reminded us of the importance of the alliance. The Yun Seok-yeol administration intends to expand the ROK-US alliance into a comprehensive strategic alliance beyond a military alliance. Previous governments also declared a comprehensive strategic alliance. All have declared cooperation on a multi-sectoral and global level. However, the emphasis of the progressive and conservative governments is different. The progressive government emphasizes a balanced/horizontal/reciprocal alliance, while the conservative government emphasizes the importance of liberal democracy and market economy, and the continuation and expansion of trust. The comprehensive strategic alliance promoted by the Yun Seok-yeol administration is basically similar to the direction of the previous conservative governments, but it differs in that it presents specific details. If the Yun administration's comprehensive strategic alliance is subdivided, it can be said that it is a security, economic and technological alliance, an external cooperation alliance, and a value and trust alliance. There are several things to keep in mind when implementing a comprehensive strategic alliance. Establishing and practicing the principles of diplomacy, maintaining the consistency and permanence of diplomacy, the need for diplomacy to accumulate, different options for each case, but the need to express strategic clarity or display strategic flexibility for each case, various preparations for the Taiwanese crisis, revision of the nuclear agreement and building nuclear-powered submarines.
