연구 목적: 본 연구는 IWC 탈퇴를 결정한 일본의 달라진 해양수산정책을 분석하고, 이러한 정책변화를 유도한 요인들을 분석하는 것을 목적으로 한다. 연구 방법: 일본탈퇴의 국제요인을 국제규범의 역할과 한계에 관한 검토를 통하여 증명하고, 내생적 요인으로서 국가정책에 영향을 미치는 국가 정체성에 대한 인식 변화요인의 고찰을 통하여 검증하였다. 연구 내용: IWC 국제규범의 변화로 일본 내 규범 확산이 불가능하게 된 과정을 살펴보고, 국내적으로는 아베 정부의 공세적 해양정책이 해양수산정책 전반에도 미친 영향을 고찰한다. 결론 및 제언: 일본의 IWC 탈퇴는 국제규범 확산의 실패와 일본의 국가정체성 인식 변화에 따른 해양정책의 공격적 성격이 작용한 결과다. 앞으로는 일본의 공세적 해양정책과 동아시아 해양안보의 관계를 고찰할 필요가 있다.
Abstract
The purpose of this study is to analyze Japan’s changed marine and fisheries policy, which decided to withdraw from the IWC, and to analyze the factors that induced these policy changes. The international factors of the withdrawal were proved through a review of the role and limitations of international norms, and verified through a review of the factors of change in perception of national identity affecting national policy as endogenous factors. It examines the process of making it impossible to spread norms in Japan due to changes in IWC international norms, and examines the impact of the Abe administration’s offensive maritime policy on the overall marine and fisheries policy. Japan's withdrawal from the IWC is the result of the failure of international norms difussion, and its aggressive nature in maritime policy due to Japan’s change in perception of national identity. In the future, it is necessary to examine the relationship between Japan’s aggressive maritime policy and East Asian maritime security.
