본 연구는 ‘새로운 해양입국(新たな海洋立国)’의 실현을 주장하고 있는 일본의 해양 전략에 대한 실체를 명확하게 파악하는 것을 목적으로 하고 있다. 논쟁의 초점은 미중간 해양질서 충돌에 따른 일본의 해양 전략이 어떠한 형태로 전개되고 있는지를 살펴보는 것이다. 일본은 동북아 해양을 자국의 국가 안정과 경제적 이익을 최대한 확보하기 위한 공간의 장으로 해양 전략을 수립하고 있다. 일본의 해양 전략은 첫째, 본토의 방어, 둘째, 주변해역 방어 및 해상교통로 안전 확보, 셋째, 해협 방어 등을 기본 목표로 설정하고 있다. 이러한 해양 전략은 그 동안 주변 해역에서 외교적 대립을 감수하면서 자원 개발과 관할권 확대를 추구하였던 일본에게 해양이 자원 확보라는 수단적 의미를 초월하여 국익을 기반으로 한 영해 수호라는 상징적 의미를 부여하게 되었다. 이러한 일본의 해양 전략은 방어적 현실주의를 기반으로 해양 거버넌스의 형태로 동북아 지역에서 표출되고 있다.
Abstract
This study aims to grasp clearly the substances toward Japan's marine strategy claiming the realization of new marine entry. The focus of debate is to see which forms of marine strategy is unfolded by Japan related with the US rebalance to Northeast Asia. Japan is establishing marine strategy that the Northeast Asia territorial sea is used as means to maximize their domestic stability and economic benefit. Japan's marine strategies are setting up primary goal such as, first of all, mainland defense, second of all, surrounding areas defense, ensuring safety of the road of sea traffic, thirdly, strait defense. In addition to, marine strategies are to give symbolic meaning which is coast guard, that the ocean is considered as more than securing resources with transcending instrumental meaning based on national interest, to Japan risking diplomatic confrontation to pursue resource development and expansion of jurisdiction, in the meantime, in the surrounding waters. These marine strategy is being exposed in the form of ocean governance based on defensive realism in the Northeast.
