연구 목적: 이 연구의 목적은 이민자가 한국사회 구성원으로서 적응･자립에 필요한 기본 소양 함양을 위한 법무부 사회통합프로그램(KIIP) ‘한국사회 이해’ 과정의 상시 운영 방안을 제언하는 데 있다. 연구 방법: 이를 위해 장기간의 KIIP 현장 경험을 바탕으로 문헌 연구를 진행하였다. 연구 내용: KIIP 0-4단계는 ‘한국어와 한국문화’, 5단계는 ‘한국사회 이해’ 기본･심화이며 비자 변경과 영주･국적 취득에 중요한 과정이지만 한정된 예산으로 연 3학기 운영에 야간･주말 수업도 적어 확대 운영이 요구된다. 4단계까지는 TOPIK 등의 연계 인정이 가능하나 5단계 ‘한국사회 이해’는 다른 인정 방법이 없고 일하는 이민자･외국인도 많아 KIIP 참여에 제약이 많다. 이에 5단계 ‘한국사회 이해’의 온라인 강의 콘텐츠를 활용한 상시 운영 방안이 필요하다. 결론 및 제언: 현행 교육 시간과 동일한 ‘한국사회 이해’ 강의 콘텐츠를 제작하여 이를 수강함으로써 과정을 수료하는 상시 운영이 이루어지면 참여 기회가 확대되어 KIIP 활성화를 기대할 수 있다는 점에서 연구 함의가 있다.
Abstract
This study is to suggest a permanent operation method for the ‘Understanding Korean Society’ course of the KIIP of the Ministry of Justice for immigrants to cultivate basic knowledge necessary for adaptation and self-reliance as a member of Korean society. For this purpose, literature research was conducted based on long-term KIIP field experience. KIIP Levels 0-4 are ‘Korean Language and Culture’, and Level 5 is ‘Understanding Korean Society’ (Basic/Advanced), which is an important process for visa change, permanent residence and nationality acquisition. However, with a limited budget, it is operated three semesters a year, and there are few evening and weekend classes, so expansion of operation is required. Until the fourth stage, it is possible to recognize TOPIK, etc. However, there is no other recognition method in the 5th stage ‘Understanding Korean Society’. And there are many immigrants and foreigners working, so there are many restrictions on participation in KIIP. Therefore, there is a need for a permanent operation plan using the online lecture contents of the 5th stage ‘Understanding Korean Society’. This study has implications in that if the contents of the ‘Understanding Korean Society’ course, which is the same as the current education time, are produced and taken and the course is completed, participation opportunities will be expanded and KIIP activation can be expected.
