연구 목적: 이 연구는 소련의 제2차 5개년 계획 기간(1933-1937)에 대두한 공업화의 주요 과제들과 관련하여 철도노조가 보인 대응과 해결 노력을 최초로 탐구해 보려는 데 목적이 있다. 연구 방법: 정성분석 곧 문헌분석으로, 제2차 5개년 계획 기간 동안의 소련 철도노조를 기존 연구서뿐만 아니라 새로이 발굴된 다양한 사료들을 활용하여 핵심 국면별로 살펴본 뒤, 그 양상들을 종합하여 체계화된 조감도를 제시하는 것이다. 연구 내용: 이 논문은 노동규율의 제고와 사회보험 사업으로의 업무 중심 전환 그리고 스타하노프 운동의 출범 및 대숙청 등 제2차 5개년 계획 기간의 주요 이슈들에 대해 소련 철도노조가 보여주었던 독특한 활동들을 분석하고 그 의의를 검토하는 것이다. 결론 및 제언: 제2차 5개년 계획기간 동안 소련의 철도노조는 다른 개별노조들과는 달리, 상급기관인 전연방 노조 중앙평의회와 일정 부분 노선을 같이하면서도 나름 독자적이고 특이한 궤적을 노정했다. 따라서 본 연구 외에도 기타 노조들에 대한 추가 분석이 뒤따를 수 있다면 스탈린 공업화 시기의 소비에트 노조에 대한 전체상을 파악하는 데 크게 기여할 것이다.
Abstract
This article looks at the development of Soviet railway trade union during the second five-year plan (1933-1937) for the first time. By examining diverse spheres of the work of railway trade union such as labor discipline, social insurance, Stakhanovite movement, and the great terror, with the wide use of existing monographs and newly found historical materials, the article shows how it performed in the middle of 1930s. Thus, the article concludes that unlike other individual unions, railway trade union ran its own peculiar course while in tandem with VTsSPS to a certain extent. It is also necessary to do an additional research on other unions as it could provide a more detailed picture of Soviet trade unions during the Stalinist industrialization.
