연구 목적: 데탕트라는 대외적 변화 속에서 박정희가 1970년 8.15 선언을 발표한 내적인 배경에 대해서 한정적으로 다루고자 한다. 연구 방법: 정부의 공간자료들과 기존의 연구성과들 뿐만 아니라 미국 관련 문서 등을 종합적으로 검토하여 제시된 주제에 접근함으로써 사실을 드러내는 실증적 연구방법론에 입각하였다. 연구 내용: 동아시아 데탕트 국면에 호응하고 남북 경제력 경쟁에서 역전한 시점이라는 상황 인식에 따라 8.15선언이 이루어졌으며 특히 이듬해 4.27 대선에서 통일논의의 주도성을 확보하기 위한 목적에 따라 발표되었다. 결론 및 제언: 박정희는 데탕트 국면에서 남북간 경제력 역전 상황에 기초하여 1970년 8.15선언을 발표하였다. 이 선언의 내적 요인으로 주목되는 측면은 이듬해 대선과의 관련성이다. 4.27 대선에서 박정희는 북한 위협론을 강조하는 동시에 남북관계에 전향적 입장을 표명함으로써 김대중 후보와의 논전에서 주도권을 잃지 않으려고 하였다. 그러나 이 선언은 구체적인 내용이 결여된 막연한 제안이었으며 국제정치적 변동기에 남북관계와 통일문제를 정치적으로 활용한 부정적 사례라고 할 수 있다. 향후 분단문제의 정치적 활용에 대한 맥락적 연구를 이어갈 계획이다.
Abstract
This is a study on the internal background of Park Chung-hee’s announcement of the August 15th Declaration in 1970. In particular, in the midst of external changes called détente at the time, I tried to understand the relationship between the competition for leadership with North Korea and the 1971 presidential election. In the presidential election the following year, on the one hand, Park Chung-hee emphasized North Korea’s provocations and anti-communism to instill a sense of crisis, while on the other hand, he expressed a position to proactively respond to inter-Korean relations. This attitude was the result of a very political intention not to lose his initiative in the confrontation with Kim Dae-jung, a strong opposition candidate. However, this declaration was a vague proposal that lacked specifics. It can also be said to be a negative example of political use of North-South relations and the reunification issue during a period of international political change.
