이 글은 한미동맹관계에 대한 역사적 회고를 통해 한미동맹관계의 현황을 중점적으로 고찰하고 미래의 한미동맹관계에 대한 전망을 시도하고 있다. 냉전의 종결 이후 동북아시아 국제관계의 변화에 따라 남북한관계는 물론 한미관계에도 뚜렷한 변화가 발생하였다. 또한 한국 국내 젊은 세대의 반미정서 상승과 한미 양국의 소위 “북한위협”에 대한 판단 및 북한정권에 대한 태도 차이 출현, 그리고 “9･11” 사건 이후 미국의 전세계 군사전략의 재조정 등의 요인도 한미관계의 변화를 촉진하고 있다. 최근 중국의 부상 및 한중관계의 발전은 동북아 지역의 정세변화에 영향을 미치고 있고 한미동맹의 새로운 관계설정을 촉진하고 있다. 미래 한미간의 모순과 마찰은 계속될 것이고, 한국의 경제･사회의 발전과 종합국력의 증대 및 민주화진행 이후 표출되고 있는 한국의 강한 민족적 자존심과 자립심은 향후 미국과의 평등한 협력관계 모색으로 나타날 것이다. 반면, 미국은 여전히 한국을 군사기지로 삼아 자신들의 동북아에서의 이익을 유지하고자 할 것이다. 그러나 전통적으로 미국이 절대적인 위치를 차지하고 있던 한미동맹관계는 이제 점차 “평등”을 지표로 하는 “동반자”관계로 변화할 것이고, 아울러 새로운 국제정세하에서 전통적인 안보관을 중심으로 하는 한미동맹이 점차적으로 정치･경제･문화 등의 영역을 포괄하는 전방위적인 동반자관계로 발전할 것이다.
Abstract
This paper attempts to consider and evaluate the present condition of the Korea-US alliance through a historical perspective, within which presents the future perspective of the alliance. Following the end of cold war, not only the both Korean relations, but also the Korea-US relations has experienced the distinct changes. Furthermore, the increase of an anti-American sentiment among young generations in Korea, the different points of view to the so called North Korean threat between Korea and the US and the readjustment of the US military strategy have brought on the significant change of the Korea-US relations. A current rise of China and the development of the Sino-Korean relations have also given an effect on the change on the Northeast Asia region while forming a new state of the Korea-US alliance that is perusing more equalization despite the persistent pursuit of geopolitical gain of the US. In the near future, the Korea-US alliance will be developed into the comprehensive partnership under the rapidly changing international situation.
