이 글은 1990년대 미국의 동아시아 전략 변화에 따른 한미동맹 변화와 이에 대한 한국의 한미동맹 외교에 초점을 둔다. 1990년대 초반 냉전의 종식 이후 세계 안보환경 변화로 인해 미국의 글로벌 전략 역시 변화의 모습을 나타냈다. 미국의 글로벌 안보전략 변화는 글로벌 군사전략 변화를 가져왔고, 이에 따라 한미동맹에 대한 변화 요구 역시 증폭되기 시작하였다. 이에 따라 1990년대 들어 한반도에서는 북핵 위기의 발발과는 별도로 미국의 동아시아 전략 변화라는 차원에서 한미동맹 재조정이 진행되기 시작했다. 이러한 의미에서 이 글은 글로벌-로컬 안보전략의 ‘비대칭성’이라는 관점에서 미국의 동아시아 전략 변화가 한미동맹 운용에 어떤 변화요인과 도전을 제기했는지 살펴본다. 또한 미국의 동아시아 전략 변화 및 한반도 정책 변화에 대해 한국 정부는 어떤 대응을 보여주었는지 설명한다. 당시 한미동맹의 주요 이슈였던 주한미군 감축, 주한미군 주둔 비용, 작전통제권 등에 관한 미국의 시각과 한국의 대응을 살펴본다.
Abstract
This article focuses on the change of the U.S.-ROK alliance and South Korea’s alliance diplomacy as a result of the change of the U.S. East Asia strategy in the 1990s. The end of the Cold War changed U.S. global security strategy, which led to its alliance policy toward South Korea. Apart from the outbreak of the North Korean nuclear crisis on the Korean Peninsula, changes in U.S. East Asia strategy resulted in the changes in the U.S.-ROK alliance. In this sense, this paper examines what changes and challenges U.S. strategic alliances in East Asia raised in the operation of the U.S.-ROK alliance in terms of the global-local asymmetric security strategy. It also explains how the South Korean government responded to U.S. policy changes in the Korean Peninsula. It will look at the U.S. perspective and South Korea's response to the alliance's key issues, such as the reduction of U.S. forces in Korea, the cost sharing of U.S. forces in Korea, and operational control.
