한미동맹은 노무현 정부 시기를 거치면서 재조정의 전환기를 겪었다. 그것은 한미동맹을 둘러싼 탈냉전기 환경변화를 반영해야 하는 시대적 요청 때문이었다. 이 글에서는 한미 양국 간 정책적 쟁점들에 내재된 양국의 전환기적 인식과 태도(순응, 실리, 호혜, 저항 vs. 주도, 양보, 강압, 회유) 및 동맹정체성 변화를 통해 설명하였다. 정책적 쟁점 현안은 북핵문제를 비롯한 7가지 사안이었다. 동맹전환에 관한 이러한 논의는 이론적으로 비대칭동맹을 안보-자주 교환동맹으로 설명하는 기존 논의에 대한 비판적 입장 위에 서 있다. 노무현 정부 5년의 대미정책은 한미동맹에 존재해 왔던 비대칭 메커니즘의 재조정을 목표로 한 것이었다. 이에 따라 기존 후견-피후견의 동맹정체성은 호혜적 동맹정체성으로 변화하고 있으며, 이는 전략적 동반자라는 미래지향적 동맹정체성의 기반이 된다.
Abstract
The US-ROK alliance has experienced transitional reconfiguration during the Roh Moo-hyun government. It was mainly due to the necessity that the alliance should reflect anyhow changing aspects of post-Cold War environment in its long-endured mechanism and perception. This paper aims to explain the transition with two countries’ changing perceptions and attitude to each other and the concept of ‘alliance identity,’ which appeared in seven different policy agenda including the North Korean nuclear issue and the transition of Wartime operation control. The Roh government policy and attitude toward the U.S. was based on the intention to alter the asymmetric elements existed in the alliance and, in the same time, strengthen the mutual relations for the future. As a result, alliance identity has shifted from ‘patron-client’ to ‘mutually beneficial alliance,’ as both governments officially admitted, which will be a cornerstone for a further step of alliance identity in the future, namely, ‘strategic partnership.’
