Abstract
The existing structure of the Korea-US alliance is a legacy of a set of extraordinary historical circumstancs, with unchanged military dependency relations at its core. Fundamental changes in internationational politics and new challenges ahead in and around the Korean peninsula require a new mode of alliance politics for the Koreans. In the pursuit of war prevention and a stable peace on the peninsula, the military alliance needs to move towards a restructured pattern of interaction between the two nations, in which Korea assumes more responsibility in dealing with the issues of war and peace on the peninsula, without depending on the physical presence of the American military forces. The current form of Korea-US military alliance is not essential to securing the balancing role of the United States in East Asian international order in the decades to come. It will only be an additional resource to the hegemonic pursuit of the superpower nation. The macro vision of long-term security policy of the Korean nation for the 21st centry should be based on two guiding principles: softening the military alliance with the United States and taking initiatives in serious pursuit of common security institutions in East Asia. In all of this, the key requirement for the Koreans is a critical self-examination of the continuing voluntary and conscious dependency on the foreign military prowess and the willing abdication of political responsibility for matters of war and peace on and around the Korean peninsula.
