대한민국의 사이버공간에서 북한의 사이버전력은 가장 심각하고 현실적인 위협이 되고 있다. 대한민국을 향한 북한의 다양한 사이버 공격이 지속적으로 일어나고 있지만, 대한민국 민･관･군은 이러한 위협에 적절하게 대응하지 못하고 있다. 이는 우리의 방어 중심의 대응전략이 북한의 사이버전략과 사이버전력의 특성을 충분히 반영하지 못하고 있기 때문이다. 본고에서는 북한의 사이버전력에대한 종합적인 분석을 통해 북한의 사이버전력의 현황과 특징을 정확히 살펴봄으로써 북한은 비대칭성을 최대한 활용하는 한편, 중국의 사이버전력을 자신의사이버전력의 일부분으로 삼고 효과적으로 활용하여 사이버공간에서 전략적 우위를 점하고 있음을 보인다. 마지막으로 북한의 사이버전력에 대응하기 위한 효과적인 전략으로 우선 중국으로부터 북한의 사이버전력을 분리시킴으로써 북한전력의 장점과 비대칭성을 약화시키는 전략을 제안하고, 이러한 전략을 성공시키기 위한 기술적, 정책적, 국제법적 대응방안을 제시한다.
Abstract
North Korea’s cyber war capability becomes the most serious threats to SouthKorea’s cyberspace. South Korea’s private, public, military entities are failed to respond North Korea’s continuous cyber threat. This is caused by our limit that Southkorea’s defense centric strategy is failed to consider and reflect North Korea's cyberstrategies and characteristics. This paper presents current status and characteristics of North Korea’s cyber war capability by comprehensive analysis of North Korea’s cyber strategies andcharacteristics. The result shows that North Korea is using cyber war capability as anasymmetric weapon, and North Korea is obtaining superiority in cyber war capabilityby effectively using China’s cyber infrastructure like as their own capability. Therefore, this paper suggests a new strategy that separate North Korea’s cyber warcapability from China’s to weaken North Korea’s cyber war capability. Also, this paperproposes technical, political and legal measures in national and international dimension to support this strategy.
