대반란전의 성공요인에 관한 연구: 관련 행위자 요인을 중심으로

본고는 아프간전에서의 대반란전 교훈을 도출하여, 북한 급변사태 시 적용 가능한 함의를 규명하는 데 그 목적이 있다. 대반란전은 “현존하는 정부를 전복시킬 목적으로 행하는 무력행사를 정부가 격퇴시키기 위해 취하는 군사, 정치, 경제, 심리적 활동들”을 의미한다. 성공적인 대반란전 수행을 위해서는 관련된 세행위자의 역할을 이해하는 것이 필요하다. 첫째, 외부 개입세력은 직접적인 군사력 개입과 반군의 무기체계 확보 및 무장해제, 반군그룹을 후원하는 외부세력을통제하는 역할이 요구된다. 둘째, 토착정부는 국내 치안유지, 정부 내 부패 근절, 외부개입세력의 무장해제 노력을 지원하는데 초점을 맞출 필요가 있다. 셋째, 반란그룹에 대해서는 이그룹에 행해지는 외부지원 즉, 병력이나 정보, 활동자금 지원뿐만 아니라 은신처제공 등의 외부지원을 지속적으로 차단하는 것이 필요하다. 아프간 사례가 북한 급변사태 시 미치는 함의로 대반란전을 성공적으로 수행하기 위해서는 직접적인 군사력 개입뿐만 아니라 현지치안병력 양성, 토착정부내의 부정부패 감시, 반군에 대한 외부지원 근절과 같은 소프트웨적 측면도 중요하다는 점을 암시해준다.
Abstract
This study intends to draw lessons learned from counterinsurgency operations conducted during the war in Afghanistan, and to examine the implications for North Korea’s sudden change. Counterinsurgency is defined as legitimate government’s military, political, economic and psychological actions in order to cope with unfriendly forces who rebel. For a counterinsurgency operation to succeed, it is necessary to understand the role of three actors. First, external intervention forces secure weapons and disarm the insurgent group as well as direct military intervention to the insurgent group. Second, indigenous governments maintain domestic order, remove corruption of indigenous government and support the external force’s disarmament efforts. Third, in respects to the insurgent group, it is necessary to block external support towards the insurgent group such as providing shelter, combatants, information and funding. The lessons of the Afghanistan war imply that we should deal with software aspects of war, such as training local forces, monitoring corruption of indigenous government officials, and rooting out external support to the rebels as well as direct military intervention in case of North Korea’s sudden change.
