이라크와 시리아 일대에 ‘이슬람 국가IS’가 반인륜적 만행을 저지르면서 분란전에 대한 관심이 고조되고 있다. 현대의 전쟁양상은 대규모 재래식 전력을 이용한 전쟁에서 이라크 전쟁과 아프가니스탄 전쟁에서 나타난 분란전의 형태로 변하고 있다. 따라서 세계 각국은 분란전 형태로 위협을 받을 가능성이 높아지면서 대분란전에 대한 연구 필요성이 증대되고 있다. 그러나 국내에서는 아직 대분란전에 대한 연구가 충분히 이루어지지 못한 것이 현실이다. 이 논문은 과거 전쟁사례를 분석해 대분란전 교훈을 도출하고자 한다. 이에 대한 전쟁 사례로는 전쟁의 양상 측면에서 분란전이 펼쳐진 베트남 전쟁을 연구 대상으로 삼았다. 교훈 도출 방법은 대분란전 관련 이론을 바탕으로 분석의 틀을 제시하고 미국의 베트남 전쟁 시 대분란전을 분석하였다. 이를 위한 연구 범위는 미군이 본격적으로 참전한 1965년 이후 베트남에서 있었던 대분란전 수행으로 한정했다. 분란전과 이에 대항하는 대분란전의 성공에 대한 전략가와 학자들의 연구를 통해 대분란전의 성공요소로 ‘대중의 지지 확보’, ‘적 고립화’, ‘효과적인 군사력 운용’으로 도출, 이 요소들로 미국의 대분란전을 분석했다. 이번 연구에서는 기존 연구에서 소홀히 했던 베트남 전쟁 시 미국의 대분란전 연구를 통해 대중의 지지 최우선 확보, 민간인 피해 최소화, 대중의 근본적인 문제해결, 현지 부대 및 기관의 대분란전 능력 향상, 대분란전에 적합한 무기 도입, 연구와 교리조직 발전 등 한국에 유의미한 대분란전 교훈을 도출했다. 이러한 교훈은 장차 대분란전 교리와 전략 발전에 기여할 것이다.
Abstract
Due to the IS’s barbarism, concerns about insurgency are being grown. The forms of modern war are changing from large scale conventional warfare to insurgency like the conflicts in Iraq and Afghanistan. As the countries around the world have more possibility to meet the insurgency warfare than ever, demands of the study on this field have increased. However, it is true that studies and researches on it are not being done thoroughly in Korea. The purpose of this paper is to derive critical lessons for the counterinsurgency through analyzing historical war-case. The proper war-case to analyze for this purpose is the Vietnam war, which, as many studies say, is one of the most typical insurgency warfares. To derive the lessons, the three factors-support from the people, isolation of the insurgents, and effective operation of the forces-were set as the theoretical frames when analyzing the case. The U.S. government and the military were aware of and concerned with these factors at the time. But several internal and external problems hindered the U.S. counterinsurgency from obtaining successful results. Through this study, we are able to get some important points for counterinsurgency operations of the Korean military in the future. Furthermore, this paper will contribute to the development of the counterinsurgency doctrines and strategy.
