Abstract

There is no doubt that the Fourth Generation Warfare(4GW) is a useful theory for explaining the new aspects of modern warfare and seeking countermeasures. On the other hand, there is also a theoretical limit. Therefore, in order to apply this theory reasonably, we should recognize the part clearly that we can accept by analyzing the fourth generation war theory considering our condition rather than accepting it uncritically. And we should complement readiness condition selectively. The term `Fourth Generation War` itself does not clearly express the reality of the threat and may be interpreted in various meanings, so that leads to unnecessary controversy. Therefore, we examined the characteristics and examples of the fourth generation war and its connection with the conditions of the Korean peninsula, and the connection between the concept of the fourth generation war and the concept of military strategy in North Korea. Based on the results, we have clearly defined the meaning of the Fourth Generation War as "insurgency" and judged that it is not appropriate to use the term "fourth generation warfare" directly. In addition, This paper suggests the following directions of application for conduct of counter insurgency(COIN). First, it is necessary to build a database in relating to north Korean political, economic and social conditions, geography, culture, major cities and facilities, residents` elements, important persons, etc. Second, we should bring up special forces exactly corresponding to characteristics of counter insurgency, because forces committed to stability missions are almost augmented or activated. Third, measures should be taken to support insurgency against the north Korean regime in addition to insurgency against the ROK armed forces. Fourth, we should prepare against insurgency during not only regular war, but also sudden change in north Korea. But we must not forget that the most important threats of nK are asymmetric and regular warfare power. So preparation for counter insurgency must be conducted at the sametime while continuing the technical approach based on the concept of NCW.
