미국의 아프가니스탄 전쟁 목표와 전략의 변화양상 : 대테러전과 대반란전 논쟁을 중심으로

초록

이 글의 목적은 2009년 오바마 행정부 출범 이후부터 2014년 아프가니스탄 전쟁이 종료될 때까지 아프가니스탄 전략이 대반란전으로 전환되고 단계적 철군을 통한 출구전략 추진과정에서 나타난 전략의 검토과정, 논쟁, 수행과정 및 결과를 고찰하고 평가하는데 있다. 오바마 대통령은 2009년 수차례의 아프가니스탄 전략검토를 거쳐 알 카에다 와해·해체·격퇴라는 핵심목표 하에 알 카에다 은신처 제거, 탈레반 기세 제압, 정부 전복역량 봉쇄, 자립가능한 아프가니스탄 보안군과 정부 역량강화를 위해 병력증파를 통한 대반란전을 수행하였다. 그러나 아프가니스탄에서 위협평가에 대한 혼선으로 알 카에다 섬멸과 함께 탈레반 봉쇄라는 이중적 전쟁목표의 설정으로 대테러전과 대반란전 수행이 혼재되는 상황으로 전개되었다. 또한 아프가니스탄에서 효과적인 대반란전을 수행하기에 충분한 병력이 파병되지 않았다. 동시에 단계적 철군정책을 통한 출구전략을 병행하여 추진함으로써, 장기간 대규모 병력증파와 자원투입을 통해서만이 가능한 성공적인 대반란전을 수행하기에는 역부족이었다. 오바마 행정부의 아프가니스탄 전략수행이 제시하는 전략적 교훈은 테러와의 전쟁에 있어 테러조직과 반란세력 위협의 실체에 대한 명확한 평가와 합의에 근거한 명료한 목표의 수립과, 이를 달성하기 위한 실효성 있고 일관된 대테러전 또는 대반란전 전략의 추진이 중요하다는 것이다.

Abstract

The objective of this paper is to review and evaluate the strategic review process, debate, execution and outcome of Afghanistan strategy which was converted to counterinsurgency and the exit through gradual withdrawal from the Obama administration in 2009 to the end of the Afghan war in 2014. After reviewing several Afghanistan strategies in 2009, President Obama had established the core goal of disrupt, dismantle, and defeat Al Qaeda and executed counterinsurgency through troop surge in order to remove Al Qaeda safe haven, reverse the Taliban’s momentum, deny ability to overthrow the government, strengthen the self-sufficient capacity of Afghanistan’s security forces and government. However, it had established dual war objectives of destroying Al Qaeda and containing Taliban due to confusion about threat assessments in Afghanistan. As a result, U.S. had executed confused strategies mixed with counterterrorism and counterinsurgency. Moreover, insufficient troops were dispatched to carry out effective counterinsurgency in Afghanistan. At the same time, due to parallel implementation of the exit strategy through the step-by-step troop withdrawal. it was insufficient to conduct successful counterinsurgency through the long-term and large-scale troop surge and resource input. The strategic lessons from the Obama administration’s strategy implementation in Afghanistan are as follows. In the war on terror, it is essential to establish clear objective based on distinct appraisals and agreements on realistic threats from terrorist groups and insurgent forces. Moreover, it is important to implement effective and consistent strategy of counterterrorism or counterinsurgency to achieve war objective.
