해군 함정의 장비유지비 추정 연구: 군직정비비를 중심으로

무기체계의 도입에는 장비유지를 위한 활동이 필수적으로 수반되며, 고가의 무기체계 획득은 향후 장비유지비 소요 증가에 직접적인 원인이 된다. 이에 따라 무기체계의 도입에 따른 장비유지비가 향후 얼마나 증가할 것인가를 사전 예측하고, 예측한 내용을 바탕으로 장비 운영유지에 대한 대책을 마련할 필요가 있다. 본 연구에서는 함정장비의 특성을 고려한 방법론을 설계하고 분석 결과를 제시하고자 하였다. 결과적으로 장비의 도입초기 장비유지비의 증가 추세를 확인할 수 있었으며, 안정화 단계 도달 시점 이후에는 평균적인 유지비가 발생하는 것을 확인할 수 있었다. 이러한 결과는 기존 운용중인 함정 장비는 물론 향후 미래 도입될 장비유지비의 추정에도 활용 될 수 있을 것으로 기대된다.
Abstract
The acquisition of weapon systems necessarily accompanies activities for equipment maintenance, and acquisition of expensive weapon systems is expected to be a direct cause of increased equipment maintenance costs in the future. Accordingly, it is necessary to prepare measures for equipment operation and maintenance by predicting how much equipment maintenance costs will increase in the future according to the acquisition of weapon systems. In this study, the methodology considering the characteristics of ship equipment was designed and the analysis results were presented. As a result, it was confirmed that the equipment maintenance cost increased in the early stage of equipment acquisition, and it was confirmed that the average maintenance cost occurred after reaching the stabilization stage. These results are expected to be used for estimating the maintenance cost of equipment to be introduced in the future as well as existing ship equipment.
