초록

세계적 우주경쟁이 심화되고 있으며, 북한의 미사일, 핵, 전자전 및 사이버 등 비대칭 수단에 의한 우주 위협도 증대되고 있다. 우주작전은 우주에서 지상에 서비스를 제공하는 것만이 아니라 상황인식, 대우주, 서비스 지원 및 전력투사의 4가지 형태로 구성되어 있다. 또한, 우주 영역은 재래식 전장과 다른 특성으로 인해 별도의 정보지원이 필요하다. 단기적으로 현 감시자산을 활용하여 전술정보 생산에 착수하고, 중기적으로 작전적 수준에서 PIR 관리, 정보판단 등을 지원해야 한다. 장기적으로는 자산 증가에 맞춰 전략정보지원도 필요하다.

Abstract

Global space competitions are running high. Especially, in Northeast Asia, North Korea is increasing space threats based on the asymmetric capability, such as missile, nuclear, electronic warfare and cyber attack capabilities. Space Operations are not only the mean of supporting services from space to the earth, but also including four distinct types of operations: Situation awareness, Counter space, Support services, and Capability projection. Moreover, since the space domain has unique differences to the traditional domains, it is essential to support different type of military intelligence for the space operations. In short term, ROK Armed Forces can handle only tactical lintelligence from the only space surveillance asset, EOSS, because of the ROK’s limited space capability. However, in mid term, ROK have to prepare the space intelligence organization to support space operation commander directly at the operational level; for example, manage PIR and provide intelligence preparation of the space domain. Ultimately, in long term, the operational and tactical intelligence capability should be improved along with the space domain awareness assets, and the strategic level space intelligence support is also necessary.
