본 연구의 주요 목적은 수상함 장비유지비 분석 방법론을 개발하여 획득과 운영 부문 간의 연계를 강화하는 데 있다. 이를 위해 획득 초기 의사결정에서 고려 가능한 비용인자와 비용 간의 관계를 분석하여 장기적인 장비유지비 추이를 파악할 수 있도록 세 단계로 구성된 방법론을 설계하였다. Step 1은 SWBS별 획득비 대비 연평균 장비유지비 비율을 통해 일차적으로 장비유지비를 추정하고, Step 2에서는 경과연수, 출동･훈련일수, 국외장비 비율, Step 3에서는 엔진 및 발전기 내구성이 장비유지비에 미치는 영향을 고려하여 보다 정밀한 분석을 수행할 수 있게 하였다. 본 연구의 방법론이 장비유지비를 충분히 고려한 획득 의사결정, 국방예산 수립, 해군 비용관리 능력 제고에 기여할 수 있기를 기대한다.
Abstract
The main objective of this study is to develop a cost estimation methodology for ROKN ship equipment maintenance, strengthening the link between acquisition and operational sectors. Recognizing that the majority of life cycle costs are determined during the concept and basic design phases, this study aims to analyze the relationships between costs and cost drivers in early decision-making to forecast long-term maintenance trends. For this purpose, this paper introduces the methodology consisting of three steps. Step 1: Use annual average equipment maintenance cost ratios to acquisition cost by SWBS to provide preliminary cost estimates. Step 2: Apply the SUR methodology to analyze cost relationships using cost drivers such as the age of ships, training days, and the ratio of foreign equipment. Step 3: Generate proxies for equipment durability to assess maintenance cost. This methodology will help defense analysts for better making acquisition decision and enhancing naval cost management capabilities.
