본 연구는 첨단 무기체계 도입 확대에 따라 증가하는 항공장비 유지비의 중장기 추정 방법론을 개발하였다. 이를 위해 개체 장비의 수가 충분하여 통계분석이 가능한 항공장비를 식별하고 유지비 발생 패턴을 실증적으로 분석하였다. 분석 결과, 항공장비 야전유지비는 도입 초기 낮은 수준에서 점진적으로 증가하다가 특정 시점 이후 안정화되는 패턴을 보였으며, 장비 유형별로 증가 패턴에 유의미한 차이가 관찰되었다. 본 연구는 제한된 국방재원하에서 전력증강과 운영유지 간 균형점을 도출하고, 무기체계 획득 의사결정 및 중장기 재원배분 계획 수립에 기초자료를 제공한다.
Abstract
The objective of this study is to develop a methodology for estimating the long-term maintenance costs of aviation equipment. The need for such methodology arises from the expansion of advanced weapon systems and the corresponding increase in maintenance costs. To this end, aviation equipment with sufficient quantities of individual units to enable statistical analysis was identified, and the patterns of maintenance cost development were thoroughly analyzed through empirical means. The analysis revealed that field maintenance costs for aviation equipment initially remained at a low level before gradually increasing and stabilizing at a certain point, with significant differences observed in the increase patterns across equipment types. The findings provide critical data for optimizing the balance between force modernization and operational sustainment within constrained defense budgets, while supporting decision-making in weapon system acquisition and long-term resource allocation planning.
