Abstract

This article proposes the problem of radicalization among prison inmates in the U.S. and the Western Europe. Of course, this issue is not urgent and rather unnoticed in South Korea. However, considering that individuals following and supporting violent extremism tend to incrementally appear in South Korea, it is worthwhile thinking about in advance the spread of violent extremism in the correctional institutions by reviewing inmates’ radicalization cases in overseas. Particularly, substantial efforts to construct the integrative counterterrorism systems have been progressed triggered by the introduction of the Terrorism Prevention Act in January 2016. However, unfortunately, correctional institutions seem to neglected for such construction of the integrative counterterrorism systems. Unlike general crimes, in case of terrorism or violent extremism one’s criminal conducts are not terminated nor hibernated by the captive status inside prisons after the criminal conviction. For such terrorists or violent extremists, prisons mean another arena of combats. In this context, the correctional institutions needs to be also considered as a significant component of the integrative counterterrorism system. For this reason, this article proposes food for thoughts to effectively build up the integrative counterterrorism system in South Korea.
