미국 수형자 인성교육의 특성과 우리나라 수형자 집중인성교육의 운영 방향

수형자 내면의 근원적인 변화를 통해 성공적인 수형자 사회복귀와 재범억제를 이끌어내기 위해 2015년부터 수형자 집중인성교육이 전면적으로 실시되고 있다. 기존의 정신교육과 인성교육의 문제점을 보완했음에도 불구하고, 여전히 수형자 집중인성교육은 예산부족, 내용과 방법상의 문제점 등 여러 문제점이 제기되고 있다. 이에 다각도의 진단을 통한 효과성을 높이기 위한 방안모색이 필요한 상황이다. 본 연구는 교정시설에 인성교육을 도입하여 적극적으로 실행하고 있는 미국의 사례 검토를 통해 우리나라 수형자 집중 인성교육에 반영될 수 있는 시사점들을 도출하였다. 선행연구 검토, 각 주립 교정국 홈페이지 검토, 보고서 분석을 통해 교육목표의 명료화, 수형자의 욕구와 자발성 존중, 교도소 전체의 참여, 전문적 프로그램과 평가체계의 개발, 장기적 프로그램과 사후관리, 자원봉사자 모집과 훈련, 법 제정을 통한 인성교육 정책의 지원과 확산 등이 우리나라 수형자 집중인성교육의 효과성을 높이기 위한 방안으로 제시되었다.
Abstract
For the released prisoners’ successful reentry into society, aimed at changing inner characteristics of inmates, Korea Correctional Service implemented Intensive Character Education Program in 2015. Although this program modified problems of existing mental education program, several problems still have been raised, including limited budget, ineffective methods and insufficient contents. In order to enhance effectiveness of Character Education program, more research is needed. The purpose of this study is to provide policy implications by reviewing U.S inmate character education programs. Previous research on effectiveness of correctional character education, official websites of each state’s correction service, and official statistics of correction were reviewed. Clarification of Character education’s goals, respect for inmates’ needs and self-motivation, establishment of prisons as a venue for moral competency, development of professional programs and assessment systems, provision of long-term and follow-up management, recruitment and training of volunteers, support and dissemination of inmates’character education by enacting relevant legislation are presented as policy implications.
