자생테러범의 단계별 급진화 과정과 영향요인에 관한 연구 - 이슬람 극단주의 자생테러 사례를 중심으로 -

2001년 9.11 테러와 2015년 파리 테러 이후 국제사회가 강력한 글로벌 대테러전을 펼친 결과, 테러단체 조직원이 다른 나라로 원정을 떠나 대형테러를 자행하는 것이 어려워지는 대신 자생테러가 현존하는 위협으로 대두하고 있다. 이에, 서구권에서 무슬림 이민자 출신 자생테러범이 자행한 15개 테러 사건들에서 범인들이 급진화하는데 미친 영향 요인들을 분석한 후 국내에서 유사 사건이 발생하지 않도록 예방하기 위해 원용가능한 정책적 시사점을 도출해 내는 것이 이번 연구의 목적이다. 최근 국내 이슬람권 국가인들이 늘어나 커뮤니티까지 형성되면서 지역 주민과 갈등 사례가 나타나고 무슬림 근로자가 테러단체에 자금을 지원하다 사법처리되는 등 서구와 같은 위험 현상이 머지않아 현실화할 것으로 우려되고 있다. 이번 연구를 통해 국내에서 무슬림의 급진화를 예방하기 위해서는 정부와 시민사회, 종교단체 간 긴밀한 협력 체계 구축과 함께 무슬림 청소년들이 인터넷상 급진 이데올로기를 스스로 판단하고 비판할 수 있는 능력을 갖출 수 있도록 뒷받침해 주는 등의 다양한 노력이 필요한 것으로 나타났다.
Abstract
This study explored factors affecting the radicalization process in 15 terrorism cases that were actually perpetrated by Muslim immigrant terrorists using a theoretical framework of Silber & Bhatt and Precht. This research identified the characteristics related to the radicalization of Muslim immigrant homegrown terrorist. First of all, socioeconomic discrimination or alienation was perceived as a distinctive feature. Second, online media such as a social network service played an prominent role in radicalization. Third, the role of mosques and extremist Imam was significant and influential. Fourth, Muslim enclaves and prisons were found to be very vulnerable. Fifth, the risk of the mentally ill and the rejected asylum seekers was confirmed. Sixth, traveling abroad deepened radicalization. Based on the findings, this study suggested the following policy recommendations for countering radicalization of Muslims in South Korea. First, a close cooperation system between the government, civil society and religious organizations is required. Second, adequate support should be provided so that Muslim youths are equipped with the ability to judge and criticize any violent extremism on the Internet. Third, a legislative policy for understanding multiculturalism and embracing Muslims is also necessary. Fourth, legal and institutional complements in counter-terrorism seemed to be urgent. Fifth, it is essential to monitor any religious activities centered on Muslim communities, identify the second and third generations of Korean-Muslim individuals who are likely to become deeply engrossed in radicalism. Sixth, cooperative intelligence sharing with foreign counter-terrorism agencies should be invigorated.
