Abstract
The purpose of this research is to solve the fundamental question, “Did Ethiopia make the Soviet Union abandon its existing ally, Somalia, and form an alliance with itself?” A framework is created by deriving the alliance relationship factors at three levels: individual (leader), country (domestic factors), and international system. According to the result, this case proved that Snyder’s theory that “under a bipolar international system, alliances are formed with countries that are under threat or can more effectively carry out their desired foreign policies, rather than mutually verifying common interests or capabilities” is appropriate. And from Ethiopia’s perspective, the reasons for its success in improving its alliance relationships with Soviet Union could be summarized in the following order: strong will of political power centered around Mengistu (including the policy will to stand at the forefront of the Soviet Union’s policy toward Africa), success in creating a domestic political environment such as achieving a socialist system through land reform and fostering cadres armed with Marxist-Leninist ideology, active will to improve relations with the Soviet Union, and advantageous geo-strategic location compared to Somalia.
