고위직 경찰공무원 승진의 대표성과 영향요인에 관한 연구

초록

고위직 경찰공무원의 승진에 미치는 영향이 무엇인지 알아보기 위해2003년부터 2022년까지 20년간 4개 정부에서 경무관급 이상 경찰관으로 승진한 인원들의 인사자료를 분석하였다. 연구결과 고위직 경찰공무원의 승진에 통계적 영향을 미친 요인은 출신대학, 입직경로, 승진 당시근무관서, 승진 당시 담당업무 등이 확인되었다. 출신지와 해외주재관근무경험, 대통령비서실 또는 행정안전부 파견경험은 정부별로 승진에통계적으로 유의미한 영향을 미치지 않았다. 이 연구결과를 통해 정부별로 고위직 경찰공무원 승진인사에서 정실요인의 핵심으로 꼽히는 출신지 편향인사는 균형인사정책의 지속적인 시행으로 인해 완화되었다는점을 알 수 있었다. 다만, 경찰조직의 인력구조 특수성으로 입직경로및 출신대학의 요인으로 인한 편중현상은 지속되고 있다는 점이 확인되었다. 그러나 이러한 현상에 대한 대안으로 대표성을 바탕으로 한 승진조정은 공무원인사제도의 근간인 실적주의와 모순되는 부분이다. 따라서 근본적으로 고위직 경찰공무원 승진제도를 객관화하고 정량화할 필요가 있다. 이를 위해 첫 번째로 고위직 경찰공무원의 승진에 일반직고위공무원에 준하는 역량평가 도입이 필요하다. 두 번째로 고위직 경찰공무원 승진심사위원회의 독립성 제고이다. 세 번째는 경찰 고위공무원단 제도 도입이다. 이 연구는 정부공식자료 등을 바탕으로 개별 인사데이터를 추출하여 고위직 경찰공무원 인사정책의 역사적 흐름과 더불어 승진에 미치는 영향을 분석하여 향후 고위직 경찰공무원 승진 인사정책에 필요한 정책적 제언을 하는 데 의의가 있다.

Abstract

To explore the factors influencing the promotion of senior police officers, personnel data of those promoted to senior positions of Police Superintendent General and across four government from 2003 to 2022 were analyzed. The study found that statistically significant factors affecting the promotion of senior police officers included the university attended, entry route, the department they belonged to at the time of promotion, and their job responsibilities at the time of promotion. However, birthplace, experience as a police attaché, and experience in the Office of the President or the Ministry of the Interior and Safety did not have statistically significant impacts on promotion across different administrations. The following policies are necessary for the future development of the senior police promotion system. First, a competency assessment equivalent to that of general senior civil servants should be introduced for the promotion of senior police officers. Second, the independence of the Senior Police Officer Promotion Committee must be guaranteed. Third, a review of the senior police officer system. This study is providing policy recommendations necessary for future senior police officer promotion policies.
