우리나라 선박금융 활성화를 위한 국내외 선박금융시장 비교 연구

초록

우리나라의 선박금융 공급은 일본, 중국과 달리 정책금융기관에 의해 주도되고 있으며 민간 영역의 선박금융 공급은 시장실패가 있는 상황이다. 국내 상업은행의 선박금융 공급은 전 세계의 선박금융 대출 축소보다 더 급격하게 축소되고 있고 연기금, 리스, 보험사 등 민간 영역의 다른 금융기관도 선박금융 참여가 미미한 수준이다. 선박투자회사도 금융공급 기능이 매우 취약해져 있다. 주식시장 및 채권시장을 통한 선박금융 조달도 미미한 수준이다. 선박금융 공급과 관련한 시장실패를 보정하기 위해 공적 영역의 선박금융 공급시스템을 구축하고 선박금융 공급을 확대하는 정책이 필요하다. 다만, 공적 영역의 선박금융 공급은 민간 영역의 금융기관 또는 투자기관의 선박금융 공급시장 참여를 유도할 수 있도록 시장친화적인 방법으로 운영되어야 한다.

Abstract

The supply of shipping finance is dominated by government financial institutions in Korea. The Korean shipping finance is in the market failure situation. The supply of shipping loans from Korean commercial banks is being reduced more sharply than the global supply of shipping finance is. The alternative capital of private sector like pension fund, leasing, insurance, etc. is not active in the shipping finance market of Korea. The Shipping Investment Company (Korean version of German K/G) lost its function of funding in the shipping finance market. The Korean stock market has been dormant in funding for shipping companies to purchase vessels since the global financial crisis. So has been the shipping bond. In response to the market failure, it is necessary for the policy banks to enhance the supply of shipping finance in a systematic way. However, the policy banks should implement measures in providing shipping finance to induce the supply of shipping finance from private sector.
