Abstract
This paper aims to provide an explanation for the contextualization of ASEAN's neutrality norm institutionalization, highlighting the simultaneous existence of normative and strategic dimensions. Moreover, it seeks to derive implications for the peace process on the Korean Peninsula within the transitional international order. Notably, the ongoing conflict escalation and deepening tensions surrounding the discourse and engagement of major powers, resulting from the recent power competition between the United States and China and the Ukraine War, are effectively promoting alterations in the global order while exerting a significant influence on the Korean Peninsula's geopolitical landscape. Consequently, the present juncture assumes critical importance in evaluating the potential efficacy of ASEAN norms in the global arena. While a middle-ground approach in the form of normative strategy can be considered, this study contends that actively pursuing divergent national interpretations throughout the normative formation and implementation process would diminish the normative status of neutrality, substantially augmenting its utilization potential as a normative strategy.
