Abstract
It is a well-known fact that ASEAN plays a leading role in the formation of institutional architecture in the Asia-Pacific region amid intensifying competition for US-China hegemony since the 2000s. Some explain how ASEAN plays a central role in international politics and regionalism in connection with the structural conditions of regional security, but it is more appropriate to regard ASEAN as pursuing the security goal of “ASEAN Centrality” through conscious and strategic institutionalization. From this point of view, this paper argues that ASEAN has responded strategically to the regional security environment through the launching, institutional design, and evolution of ADMM-Plus to realize ASEAN's security goal, "ASEAN Centrality“, rather than simply responding to the structural conditions of the regional security environment. And It discusses policy implications for Korea based on the prospects for ASEAN-centered security cooperation.
