Abstract

This paper explores the impact of minilateralism on the ASEAN Centrality. ASEAN Centrality refers to the idea that ASEAN should remain at the center of regional cooperation in Southeast Asia. ASEAN minilateralism, on the other hand, refers to the emergence of sub-regional groupings within ASEAN that aim to deepen cooperation in specific areas. While ASEAN Centrality has been a fundamental principle of ASEAN's regional architecture, the rise of ASEAN minilateralism poses a challenge to this principle. This paper argues that ASEAN minilateralism can complement ASEAN Centrality in certain circumstances but can also undermine it in others. Applying it to the ASEAN-ROK relationship, which recently entered a new phase driven by the increasing strategic competition between the US and China over the Indo-Pacific region, this paper argues that Korea’s approach to ASEAN should focused more on the minilateral cooperation in the direction of strengthening ASEAN centrality.
