기후 위기에 가장 적극적인 EU는 다양한 기후변화대응 정책들을 발표하고 있다. 그 중, EU의 EV 등 신에너지자동차 전환 가속화와 함께 중국의 대(對)EU EV배터리 수출도 증가하고 있다. 이에 따라 EV 배터리가 중국의 對EU 핵심 수출 품목으로 부상하고 있다. EU는 그린딜의 일환으로써 탄소배출 감축, 역내 기업 보호, 역내 공급망 구축 등을 위한 탄소국경조정제도(CBAM), 신(新)배터리 규정, 외국인직접투자(FDI) 심사 제도 등을 새롭게 제시하였다. 따라서, 본고는 중국의 EV 및 EV배터리 기업을 중심으로 한 중국의 對EU 해외직접투자 동향을 살펴보고자 한다. 첫째, 중국 EV 배터리 기업들은 CBAM, 신배터리 규정 등의 정책 조건 충족을 위해 현지 생산 공장설립을 위한 그린필드 방식의 투자를 진행하였다. 둘째, EU의 중국 EV 수입 관세 회피와 對EU 전략 산업 관련 FDI 심사 규제 완화 등을 위한 스페인‧슬로바키아 중심의 합작투자를 진행하였다. 이렇듯 중국이 동‧중‧남부유럽 중심의 투자를 진행한 이유는, 첫째, 세계 2위의 EU 자동차 시장에 대한 시장접근 및 EV 수출시장 개척이며, 둘째, EU에서의 EV와 EV배터리 생산라인의 유기적 결합에 따른 효율성 증대의 필요성 등이다. 이는 중국의 對EU 시장 진출전략을 바탕으로 중국 EV산업의 향후 對한국 시장진출전략을 사전에 파악하는 기회가 되고 있으며, 한국의 對EU 시장진출과 관련한 참고자료로써 충분히 활용 가능하다고 생각한다.
Abstract
The European Union (EU) is actively promoting climate change policies, including a rapid transition to electric vehicles (EVs). As a result, China’s exports of EV batteries to the EU have surged, positioning batteries as a key export item. In response, the EU has introduced new regulatory frameworks, including the Carbon Border Adjustment Mechanism (CBAM), the revised Battery Regulation, and a strengthened Foreign Direct Investment (FDI) screening system to reduce carbon emissions, protect domestic industries, and secure internal supply chains. This study examines trends in Chinese Outward Foreign Direct Investment (OFDI) in the EU, with a focus on the EV and EV battery sectors. Chinese firms are increasingly engaging in greenfield investments to meet EU regulatory standards and forming joint ventures—particularly in Spain and Slovakia—to mitigate tariffs and regulatory risks. These investments concentrate in Eastern, Central, and Southern Europe due to market access advantages and the need for efficient integration of EV and EV battery production. China’s strategic entry into the EU market offers insights into its potential approach to the Korean market and serves as a valuable reference for Korea’s own EU market strategies.
