Abstract
This paper investigates the persistent inaction of ASEAN, Southeast Asia’s central regional organization, regarding the Mekong River issue, despite its significant transboundary implications. It focuses on the geopolitical and environmental consequences of China’s upstream dam construction, which profoundly affects downstream ASEAN member states, yet remains conspicuously absent from ASEAN’s official agenda. Adopting a critical-explanatory approach, the study contends that ASEAN’s silence cannot be adequately explained by conventional conflict–cooperation paradigms. Instead, it conceptualizes this stance as one of “status quo maintenance,” shaped by intricate geopolitical and economic constraints. The analysis identifies several structural factors underpinning ASEAN’s inaction: China’s institutional dominance over Mekong governance via the Lancang-Mekong Cooperation (LMC); the economic dependence of Lower Mekong countries on Chinese investment; the trade-off faced by downstream states between environmental costs and hydropower-driven development gains; and the relatively low prioritization of the Mekong issue among maritime ASEAN members. The paper concludes by recommending that ASEAN adopt a more proactive and strategic role by integrating the Mekong River issue into broader regional and international policy forums. Doing so would enhance equitable transboundary water governance and help redress the region’s growing geopolitical asymmetries.
