Abstract
The recent rapid growth of China’s electric vehicle (EV) industry has expanded beyond mere industrial competition to raise issues related to global technological hegemony and trade sovereignty. Through robust industrial subsidies, aggressive investment in technology, and integrated supply chain strategies, the Chinese government has rapidly enhanced the competitiveness of its domestic EV manufacturers. This has led to a notable increase in their market share globally, particularly within the EU. Major Chinese companies such as BYD, SAIC, Geely, and Chery have exported large volumes of EVs to the European market based on their domestic production capacity, while some have also begun to pursue multifaceted market entry strategies including establishing local production bases, securing distribution networks, and improving brand image within the EU. In response to the expansion of Chinese EVs in the European market, the EU has taken actions under the justification of protecting its domestic industry and restoring fair competition. Beginning in late 2023, the EU launched an anti-subsidy investigation into Chinese EVs and decided to impose provisional tariffs of up to 38.1% by mid-2024. While this action is assessed as a legitimate trade defense measure under World Trade Organization (WTO) rules, certain member states such as Germany, Hungary, and Slovakia have expressed caution due to their economic dependence on China and close industrial cooperation with Chinese firms. As a result, internal divisions among member states have created challenges to the EU’s policy coherence, potentially undermining the predictability and consistency of its future trade policy.
