EU 탄소국경조정제도(CBAM) 추진의 핵심 쟁점과산업경제적 의의에 대한 연구
A Study on the Key Issues and the Industrial and Economic Implications of the EU Carbon Border Adjustment Mechanism

유럽연합(EU)은 탄소누출 방지와 유럽의 산업경쟁력 개선을 위해 탄소국경조정제도(CBAM) 도입을 추진 중이다. 글로벌 무역분쟁과 코로나19로 어려움을 겪는 한국의 제조업은 CBAM 도입 시 수출경쟁력에 심각한 영향을 받을 수도 있다. 이에 본 연구에서는 EU의 CBAM 추진과 관련해 입법동향을 점검해보고 EU 집행위가 공개한 CBAM 초안, 유럽의회안, EU이사회안을 함께 비교하며 법률안이 내포하고 있는 산업경제적 의미를 중점적으로 분석하였다. 분석 결과, EU가 CBAM을 채택 및 실행할 가능성은 매우 높다고 판단되며, 그 경우 우리 산업과 경제에 미치는 파급효과는 특히 철강 부문을 중심으로 상당할 것으로 예상된다. 또한, 유기화학품 등을 CBAM 대상품목에 포함시키고 전기 사용에 따른 간접배출도 대상범위로 설정하려는 유럽의회안이 채택될 경우 그 영향력은 더욱 커질 것이다. 아울러 비용 측면뿐만 아니라, 산업생산 및 기업운영 관련 정보 제출, 행정비용 등 비관세장벽 증가에 대해서도 우려된다.
Abstract
The European Union (EU) is seeking to introduce a carbon border adjustment system (CBAM) to prevent carbon leakage and improve industrial competitiveness in Europe. When the EU introduces CBAM, Korea's manufacturing industry, which is suffering from global trade disputes and COVID-19, may be seriously affected in terms of export competitiveness. Therefore, this study examined the legislative trends in relation to the EU's CBAM promotion, compared the CBAM draft released by the EU Commission, the European Parliament, and the EU Council, and analyzed the industrial and economic implications of the bill. As a result, it is judged that the EU is very likely to adopt and implement CBAM, and in that case, the ripple effect on our industry and economy is expected to be significant, especially in the steel sector. If the European Parliament's bill to include organic chemicals in the CBAM products and also set indirect emissions from electricity use as covered emissions is adopted, its influence will be even greater. In addition, there are concerns about not only the cost aspect, but also the increase in non-tariff barriers such as the submission of information related to industrial production and business operation, and administrative costs.
