한국 정보통신산업정책의 제도화의 역사적 기원: 제도기업가, 아이디어, 그리고 제도 변화를 중심으로

초록

이 연구는 1980년대 초반 한국 발전국가의 ‘중화학공업 기반의 국가 중심적 성장 패러다임’에서 ‘정보통신산업 기반의 시장 친화적 안정 패러다임’으로의 급격한 제도 변화에 관여했던 주요 행위자의 역할을 제도기업가적 관점에서 분석하고자 한다. 연구결과에 따르면, 김재익 전 청와대 경제수석(이하 김재익)은 과학기술과 경제성장에 대한 아이디어를 바탕으로, 산업계 기득권층의 음해와 로비에도 불구하고 새로운 정보통신기술 개발을 위하여 정보통신 관련 연구소를 신설하고 예산을 투입함으로써 산업구조의 고도화를 위한 토대를 마련하였다. 또한, 그는 자유시장경제와 경제성장에 대한 아이디어를 바탕으로, 정부의 시장개입을 감소시키고 국내 정보화 수요와 정보화 산업 육성을 연계시키는 방향으로 정보통신산업을 추진함으로써 정보통신 강국의 기술적 기반을 마련하였다. 김재익의 혁신적인 제도기업가적 아이디어와 이러한 아이디어의 실행 결과로서의 제도 변화는 현재 제4차 산업혁명으로 대표되는 전환기에 직면했음에도 불구하고 산업구조의 고도화에 있어서 어려움을 겪고 있는 한국 경제에 함의를 제공할 뿐만 아니라, 현재 과거와 다른 제도적 환경 아래에서 제도기업가의 잠재력을 극대화하기 위한 방안에 대한 논의의 필요성을 보여준다.

Abstract

This study aims to analyze the role of key actors involved in the rapid institutional change from the ‘state-centered growth paradigm based on heavy and chemical industries’ to the ‘market-friendly stability paradigm based on the information and communication industry’ of the Korean developmental state in the early 1980s from an institutional entrepreneur perspective. According to the research results, former Senior Secretary to the President for Economic Affairs Kim Jae-ik (hereafter referred to as Kim Jae-ik) established a research institute related to information and communication technology and invested a budget to develop new information and communication technologies, despite the sabotage and lobbying of vested interests in the industry, based on his ideas about science and technology and economic growth, thereby laying the foundation for the advancement of the industrial structure. In addition, based on his ideas about a free market economy and economic growth, he promoted the information and communication industry in a way that reduced government intervention in the market and linked domestic information demand with the fostering of the information and communication industry, thereby laying the technological foundation for an information and communication powerhouse. Kim Jae-ik's innovative institutional entrepreneurial ideas and institutional changes as a result of implementing these ideas not only provide implications for the Korean economy, which is currently facing a transition period represented by the Fourth Industrial Revolution but is also struggling with the advancement of its industrial structure, but also shows the need for discussions on ways to maximize the potential of institutional entrepreneurs under an institutional environment that is different from the past.
