본 연구는 한국의 정보화정책의 변화를 고찰하기 위해 기술되었다. 정보통신은 사회적 수요, 기술혁신에 따라 정보통신의 영역과 지세가 확장되면서 그 특성과 가치가 사회에 현실로 투영되어 왔다. 정부수립 이후 60년 이라는 기간 동안 정보화현상에서 드러난 정책변화는 역동적이고 지속적이었다. 정보화의 진전 및 확장과정에서 그 가치와 안정성이 확립된 정보화정책의 전개 및 변화양상을 거시적 차원에서 이해, 설명하고자 제도주의 관점에서 접근하였다. 제도주의 이론의 바탕에서 제도형성에 영향을 주는 내적 및 외적 변수를 도출하여 정보화정책의 경험적 현상에 적용, 분석함으로써 정책변화를 고찰하고 현실적 정보화전략 및 정책방향에 시사점을 제시하였다. 분석결과, 한국의 정보화는 제도화변수에 의해 영향을 받았음을 짐작할 수 있다. 내적 변수의 경우, 대통령을 비롯한 고위 정책관료의 관심과 지지가 클수록 제도화 수준이 강한 양상을 드러냈다. 장차 기술 및 환경변화에 따라 정보화 전개방향이 불확실하지만 국가사회발전의 가능인자로서 역할이 기대되며 실천적 측면에서 사회성원의 삶의 질 향상과 사회개선을 추구하는 수단임이 분명하다. 다만, 정부뿐만 아니라 정치 및 민간 부문에서 환경변화에 따른 자체전환능력을 배양하여 정보화 자율성과 생존능력을 넘어 고도화 및 영향력의 지속적 확대를 위한 창조성이 요구된다.
Abstract
This paper is designed to describe and explain the change and prospect of informatization in Korea. This study can be utilized as a theoretical approach for study by institutionalism. In this perspective, This paper conducted a institutionalization variables on internal and external factors to applicate and analyse empirical field in Korea’s informatization process. Nearly six decades later, the dynamic change of information and communication continue to be felt in Korean society. Korea’s attempt to set the foundation for an informatization policy started in the 1980’s and lasted until the early 1990’s. In the mid 1990’s, government informatization began in earnest. The Framework Act on Informatization Promotion, enacted in 1995, coupled with the broadband network catalyzed the renewed informatization drive. Korea’s policies on informatization are shaped and promoted by several responsible bodies, including the Ministry of Information and Communication, as well as central and local governments. By applying the variables of institutionalization, it is suggested that informatization in Korea be changed and upgraded from internal variables to external variables, continuous innovation of informatization be competitive and creative.
