보육정책 변동에 관한 연구: Sabatier의 옹호모형과 Kingdon의 다중흐름모형 적용을 중심으로

본 연구의 목적은 Sabatier의 옹호모형과 Kingdon의 다중흐름모형을 통하여 우리나라 무상보육 정책이 국가책임 강화정책으로 바뀌게 된 요인이 무엇인지 밝혀본다. 연구의 범위는 2013년 무상보육 정책을 시행한 시점에서부터 보육의 공공성 강화정책이 시행된 2021년까지로 설정하고, 보육정책의 공공성 강화정책의 태동에서 정책산출까지 전반적인 과정과 그 속에서 어떠한 갈등과 대립이 있었는지 알아본다. 옹호모형과 다중흐름모형을 통한 보육정책 변동은 다음과 같다. 첫째, 안정적 외적변수에서 법적 구조는 헌법정신에 기초하여 영유아보육법을 제정하고 수차례에 걸쳐 개정하였다. 둘째, 사회적 가치와 구조는 저출생과 가구 구성의 변화 및 여성의 경제활동이 크게 증가되면서 보육에 대한 국가책임이 강화되었다. 셋째, 역동적 외적변수는 사회경제적 측면에서 아동수당 지급 등 포용적 복지정책에 대한 국민적 관심 증대와 보육 기관의 비리 척결 등 보육환경 개선 등이다. 넷째, 지배집단의 변화 및 다른 하위체제로부터의 영향 요소는 지방선거와 총선 결과에 따른 집권 여당의 영향력 증대이다. 다섯째, 정치지도자의 외적환경 변수, 특히 정치흐름이 보육정책의 변동에 크게 영향을 미치고 있음을 알 수 있다. 본 연구는 옹호모형과 다중흐름모형을 적용하여 보육정책을 분석한 사례가 충분치 않은 상황에서 향후 정책변동과 관련한 다양한 사례연구에 중요한 시사점을 제공해 줄 수 있다.
Abstract
The purpose of this study is to identify the important factors that changed Korea's free childcare policy to a policy to strengthen national responsibility. For this change process, a mixed model combining Sabatier's advocacy federation model and Kingdon's multiple flow model was applied. Find out if there was a conflict with Changes in childcare policy through the mixed model are as follows. In terms of stable external variables, the legal structure was enacted and revised several times based on the spirit of the Constitution. As for social values and structures, the national responsibility for childcare has been strengthened as the low birth rate, changes in household composition, and women's economic activity have increased significantly. Dynamic extrinsic variables include increasing public interest in inclusive welfare policies such as child allowance payments from a socio-economic perspective and improving the childcare environment by eradicating corruption in childcare institutions. The change in the ruling group and the influence factor from other sub-systems is the increase in the influence of the ruling party according to the results of local elections and general elections. In the political leader Park Geun-hye administration, as the external environment variable increased, the triggering mechanism called elections worked without adequate consideration of childcare policy issues and alternatives, resulting in rapid policy changes in the political flow. The Moon Jae-in administration was able to minimize conflicts and dissonance in the process of decision-making and implementation of childcare policy by working as an advocacy coalition by winning the general and local elections as well as the policy failures of the previous administration.
