본 연구는 한국 사회에서 급증하고 있는 공공갈등을 효과적으로 관리하기 위해 현행 공공갈등관리 체계의 구조적 한계를 분석하고 예방적 접근의 필요성을 검토하였다. 현재의 갈등관리 체계는 기본법의 부재, 관련 절차의 임의적 운영 및 갈등조정기구의 독립성과 전문성 부족 등 다양한 문제점을 드러내고 있다. 또한 민간 분야에서는 자격제도의 난립과 질적 저하, 수도권 편중 등의 문제가 지적되며, 특히 정보경찰과의 연계성 부족이 갈등의 조기 탐지와 예방적 대응에 한계로 작용하고 있다. 정보경찰은 민원, 진정, 집회 신고, 지역 언론 등의 다양한 경로를 통해 갈등 징후를 조기에 탐지하고, 이를 기반으로 정책 결정 전에 위험 신호를 포착할 수 있는 구조적 능력을 갖추고 있다. 그럼에도 불구하고 정보경찰의 역할은 주로 사후적 질서 유지에 국한되어 있으며, 사전적·예방적 갈등관리를 위한 제도적 참여는 이루어지지 않고 있다. 이에, 본 연구는 정보경찰의 역할을 재정립하고자 하였으며, 협력적 공공갈등관리 체계를 제안하였다. 정보경찰을 갈등 예방과 정책 수용성 제고의 관점에서 재정의함으로써, 갈등관리 패러다임 전환의 실질적 기반을 마련하고자 하였다. 이러한 접근은 궁극적으로 공공갈등관리의 예방 중심 패러다임 전환을 촉진하고, 정부와 민간의 협력적 거버넌스 구축을 통해 정책의 수용성과 사회적 신뢰를 강화하는 데 기여할 것이다.
Abstract
This study examines the structural limitations of South Korea’s current public conflict management system and emphasizes the need for a preventive approach. The existing system faces challenges such as the absence of a legal foundation, arbitrary implementation of procedures, and a lack of independence and expertise in conflict mediation bodies. In the private sector, issues like the uncontrolled spread of qualification systems, regional imbalance are also evident. Particularly, weak coordination with the intelligence police restricts early detection and preventive responses. Intelligence police are capable of detecting early signs of conflict through various channels. These functions position them to identify warning signals before policy decisions are made. However, their role remains largely limited to post-conflict order maintenance, with minimal institutional involvement in proactive conflict prevention. To address this, the study proposes redefining the role of intelligence police and establishing a collaborative public conflict management framework. By reframing the intelligence police, this approach provides a practical foundation for a paradigm shift in conflict management. Ultimately, it seeks to foster a preventive model of public conflict resolution and strengthen social trust and policy legitimacy through collaborative governance.
