Abstract

This study analyzed the risk factors for stalking escalating into violent crime, focusing on stalker characteristics. Frequency analysis and stepwise regression were conducted using 110 “Stalking Victim Assessment Checklists” from domestic victim support counseling agencies over four months from August 2023. Results showed that in 89.1% of cases, the perpetrator knew the victim's living space, and in 60.0% they approached people close to the victim, indicating stalking disrupts daily life and affects those around the victim. Repeated violations of legal sanctions and physical threats had a stronger positive(+) impact on violent crime risk than personal factors or psychological threats. Specific perpetrator behaviors—past violence, dangerous weapon(knives, household items, or other dangerous objects capable of causing injury) possession, threats to safety or life, escalation of stalking, and violations of protective measures—were more influential than simply having a criminal record. The study recommends expanding protection scope, revising risk assessment tools to emphasize specific behaviors, and strengthening penalties for weapon possession and protective measure violations.
