이 연구는 Tankebe(2013)가 최초로 제시한 경찰 정당성 인식의 4 요인 구조를 국내에서 김소영·엄유진·정재훈(2024)이 3 요인 구조로 수정하여 제안한 모델을 실증적으로 검증하는 것을 목적으로 하였다. 이를 위해 2020년 10월 성인 서울시민 510명을 대상으로 한 설문조사 자료를 활용하여 타당성을 분석하였다. 탐색적 요인분석 결과, 합법성, 절차적 정의, 분배적 정의로 구성된 3 요인 모델이 적절하지 않은 것으로 나타나 병렬분석을 수행하였으며, 그 결과 단일 요인 구조가 타당한 것으로 확인되었다. 이어 탐색적 요인분석에서도 모든 문항이 하나의 요인에 유의하게 적재되었으며, 신뢰도 분석과 확인적 요인분석 결과 타당도가 확보되었음을 확인하였다. 이러한 분석 결과는 합법성, 절차적 정의, 분배적 정의가 독립된 요인이 아니라 하나의 통합된 규범적 요인으로 인식될 수 있음을 시사한다. 따라서 경찰활동의 정당성을 강화하기 위해서는 규범적 요인을 분리하여 접근하기보다 통합적으로 반영하는 것이 효과적임을 제안한다. 이 연구는 규범적인 단일 요인 구조로 구성되는 경찰 정당성 인식의 타당성을 실증적으로 제시하였다는 점에서 학술적·실무적 의의가 있으며, 향후 표본의 다양화와 반복 검증을 통해 연구를 발전시켜 나갈 필요가 있다.
Abstract
This study aimed to empirically examine the validity of the three-factor model of perceived police legitimacy proposed by Kim, Eom, and Jung (2024) in South Korea, which was adapted from Tankebe’s (2013) original four-factor structure. Using survey data collected from 510 adult residents of Seoul in October 2020, the study conducted a series of validity analyses. The exploratory factor analysis revealed that the three-factor model—comprising lawfulness, procedural justice, and distributive justice—was not suitable. Parallel analysis indicated that a single-factor structure was more appropriate, and subsequent exploratory factor analysis confirmed that all items loaded significantly onto a single factor. Reliability testing and confirmatory factor analysis further demonstrated strong construct validity. These findings suggest that lawfulness, procedural justice, and distributive justice are not perceived as independent dimensions, but rather as components of an integrated normative construct. Therefore, enhancing police legitimacy may be more effective when normative elements are addressed holistically rather than in isolation. This study holds both academic and practical significance in that it empirically demonstrates the validity of a normative single-factor structure of perceived police legitimacy, and it highlights the need for further development of the research through sample diversification and repeated validation in the future.
