이 글은 김정은체제하의 북한의 안보정책의 변화의 흐름을 탐색하고 있다. 기본주장은 김정은체제하의 북한의 안보정책은 핵무력건설에 집중했던 병진노선의 전략노선으로부터 ‘국가핵무력 건설 완성’ 선언 이후의 대외관계개선에 나서게 되는 경제건설총노선의 시기로 변화되어왔다는 것이다. 그리고 이러한 변화는 북한의 소위 ‘전략국가’ 인식하의 당면한 안보환경에 대한 새로운 인식으로부터 비롯되었는바 외부 ‘위협인식’의 완화에서 바탕하고 있다는 것이다. 향후 북한의 안보정책은 기본적으로 이러한 ‘전략국가’ 인식에 기초한 경제건설 총노선에 맞춰 대외관계개선의 길로 나아갈 것이라는 점을 주장하고 있다.
Abstract
This article insists that North Korea's security policy has changed from intial military-centered approach drived by its heightened threat perceptions for attaining complete nuclear power capabilities to later economic-centered approach originated by its lowered threat perception for gaining the opportunities for development under the Kim Jong Un era. Also, this paper proposes that Seoul had better prepare for the persistent Pyongyang's security policies based on its nuclear power status.
