초록

이 연구에서는 미국의 NCLB 법(No Child Left Behind)의 제정 경과와 주요 내용을 교육평가 정책의 측면에서 분석하면서 한국의 국어과 평가 정책 수립에 주는 시사점을 도출하였다. NCLB는 1965년 ESEA 이래로 미국 내의 학력 격차를 해소하고 불리한 계층을 보호하기 위해 민주당과 공화당의 교육평가 정책이 절충된 결과이며, 검사에 기반을 둔 책무성을 강조한다. 연방 정부는 재정 지원의 효과를 알아보기 위해 국가(/주) 수준의 평가를 사용하고 있다. NCLB는 학교 교육을 통한 교육 결과의 평등을 추구하는 것으로, 매우 근본적인 교육 개혁 법안이다. NCLB의 효과에 대해서는 부정적 견해가 높다. NCLB를 참조할 때, 한국은 국가수준의 대규모 평가와 함께 교사 중심의 교실 평가를 함께 발전시켜 나가야 하며, 불리한 위치나 지역에 있는 학생을 보호하고 하위집단 간의 국어과 학력 격차를 해소하는 교육평가 정책을 개발해야 한다. 교육평가 정책의 입법 과정에서는 정당 간의 타협과 절충이 필요하다. 교육평가 정책의 이념으로서 신자유주의적 이념은 재고되어야 하며, 중앙집권적 교육 체제와 지방 분권적 교육 체제의 장점을 조화시켜야 한다.

Abstract

This paper investigated the U.S.'s NCLB(No Child Left Behind Act) focused on educational evaluation policy, and its implications to Korean subject assessment policy. NCLB was the results of negotiation between ‘The Democratic Party’ and ‘The Grand Old party’ to reduce the achievement gaps of disadvantaged groups since 1965 ESEA. NCLB emphasizes ‘Test based accountability’. It is a radical education policy which pursuits the same outputs in spite of inputs variable. However, its effects are not positive. In relation with NCLB, in Korea it is needed to plan the Korean subject assessment policy to use not only large scale assessment but also classroom assessment, reduce the achievement gap, settle down the national level achievement tests. Every political party should negotiate the educational evaluation policy, know the dangerous points of neoliberalism as educational ideology.
