CGE에 의한 한·미 FTA의 거시경제효과 분석: 비판적 검토와 협정문에 따른 추계

초록

이 논문은 CGE에 의한 한·미 FTA 거시경제효과에 관한 선행연구를 비판적으로 검토하고 2007년 체결된 한·미간 FTA 협정문의 관세인하 시나리오에 따라 재추계하여 정부가 발표한 거시경제효과를 비교·평가하였다. 특히, 이 논문은 정부보고서의 핵심 모형인 외생적 생산성증대모형이 비현실적인 가정을 전제하고 직접적으로 관련 없는 기술혁신 파급모형을 오용하여 한·미간 관세인하의 거시경제효과를 왜곡하고 있다고 비판한다. 이러한 이유로 이 연구는 USITC(2007) 모형에 따라 대체탄력성의 상한과 하한 값을 설정하고 한·미 FTA의 거시경제효과를 再추계하였다. 이 결과 한·미간 협정문의 관세인하 시나리오에 따라 한국의 GDP가 0.20∼0.25% 증가하는 것으로 나타났다. 이 결과는 정부보고서의 자본축적모형이나 외생적 생산성증대모형의 추계치에 비해 훨씬 낮은 예상치이다. 하지만 한·미간 관세인하에 따른 거시경제효과가 실질 GDP 증가로 연평균 0.1% 이하라는 대부분 선행연구의 표준모형 추계 결과와 크게 다르지 않다. 이는 현 시점에서 한·미 FTA로 인한 제도 개선의 효과가 크게 나타나지 않는 한, 한·미간 관세인하의 거시경제효과는 정부가 주장하는 것과는 달리 그리 크지 않음을 의미한다.

Abstract

This paper argues that the macroeconomic effects of the Korea-U.S. FTA in the productivity-enhancing capital accumulation model would be simulated incorrectly because of the misuse of the technology innovation transfer model or be overestimated excessively due to the invalid or unrealistic assumptions. For these reasons, the paper reexamines macroeconomic effects of the Korea-U.S. FTA by using the standard GTAP model. The simulated results show that tariff reductions due to the Korea-U.S. FTA might lead to an increase of Korean real GDP, at best, by less than 1%, which confirms that Korean government has overstated excessively the Korea-U.S. FTA effects. This implies that the Korea-U.S. FTA might not promote Korean economic growth as much as the Korean government expects unless Korea's institutional reforms will be actively established and successfully implemented in the future.
